Deed of Transferring will be finalised once a SPLUMA Certificate is in place, which issued by a local authority

The implementation of the SPLUMA (The Spatial Planning and Land Use Management Act, No.16 of 2013) since 2015; however, from October 2020 going forward the National Deeds Office will now require a SPLUMA Certificate from the local municipality in which a property is located before any property transaction can be concluded.
