I am a bit confused about instructions at the back of Cleome Rose Queen seed package, because the sowing time indicated by the blue area on the map is actually mostly frost-free, especially the Western Cape where I live. Should I follow the blue line next to the map to sow my Cleome, that is spring and early summer, or the green [winter/spring]?

Description
MayFord Seeds (Pty) Ltd grew out of C May & Co which was founded in 1931. Over the years the company developed a diverse portfolio including seed production, packet seed, vegetable, forage, turf and flower seed, vegetable breeding programs and specialised products for the home garden industry.
In December 1999, the Sakata Seed Corporation of Yokohama, Japan, acquired MayFord Seeds (Pty) Ltd. Sakata is one of the largest seed companies in the world with extensive global research programs in vegetable and flower seed.
On 1 April 2008 Mayford changed their name to Sakata Seed Southern Africa (Pty) Ltd.
