Who is Stes de Necker
Stefanus Ignatius De Necker (Stes) was born in Bloemfontein on 4 April 1947.
He matriculated at the Sentraal High School in 1964 and served in the South African Air Force in 1965.
In 1966 he enrolled as article clerk with the auditing firm Samuels Viljoen and Dekker and completed his articles in 1968. In 1969 he obtained his CTA at the University of the Free State.
Stes was appointed Auditor of the former Free State Development Board in 1973 and studied Computer Science and Technology at the US based NCR Training Institute.
In 1977 he joined International Computers Limited and qualified as computer programmer, systems analyst and systems designer. In 1978 he was appointed Financial Controller of the Company.
In 1984 he obtained his degree in Management Science and Business Leadership at the Central University of Technology and in 1991 he joined the Free State Provincial Administration as Labour Relation Adviser and was appointed Chief Negotiator for the Administration in the Free State Labour Forum.
In 1995 he was appointed Labour Relations Adviser in the Public Service Commission of South Africa and in 1997 obtained his Honors Degree in Labour Law at the ( then ) Rand Afrikaans University.
In 2000 he was appointed Legal Adviser of the Free State Department of Agriculture, and in 2001 he was promoted to Director. In 2002 Stes was appointed Chief Director and acting Head of the Department.
In 2006 he retired from Public Service and in 2007, he and Mann Oelrich (former MEC for Agriculture of the Free State) started ARPM, a Free State based Company specializing in agricultural asset management.
During his career Stes acquired various other academic qualifications in, amongst others, Project Management, Negotiation Skills and Dispute Resolution, Financial Management and Human Resources Management.
He also served as Councilor on the Central University of Technology Board, Member of the National Artisan Training Board, Executive member of the Free State Industrial Council for the Furniture Industry and various other social and community based societies and organizations. In 1979 he was awarded Fellowship of the internationally renowned Atlas Club for top achievers.
Stes married Janelle (nè Kirsten) in 1974 and the couple has two children, Ilezél and Stefan.
Stes and Janelle currently reside in the Bloemfontein district.
