Charities tended to oppose the provision of welfare by the state, due to the perceived demoralizing effect. A charitable organization or charity is a non-profit organization (NPO) whose primary objectives are to provide a basic level of assistance, and often emergency care, to those in need. This means that when individuals and families become vulnerable, they operate for charitable purposes.
